Compare with the red LEDs below. One is on, you can see it. The other is on but barely; you can hardly see it.
I would contend that if those green LEDs were off, you wouldn't see them as clearly.

Hmmm... I have to disagree for 2 reasons:
-If you over expose the image, everything´s brighter, therefore it looks as if it´s ON.
- Judging by the direction of the light source (look at the barrel tip), it´s is possible that the green plastic tip is simply reflecting the light coming from that direction. The green led at the back seems off because less light is reaching it. Likewise, the red leds are definetely ON (barely) as there isn´t any light hitting them but are still visible.
