I was never aware of this until a recent search. In 2013 there was an auction of his personal book of photos outlining all of the costumes in the film in good detail, with some nice polaroid shots. I'm guessing these are in someones private collection now, never to see the light of day.

It is highly possible that Batty's costume was a mix of custom pieces (coat, pants) and found pieces (shoes, T-shirt). It's true that the costume dept. made a conscientious effort to put the "recycling, re-used" society look into place.

For the extras, some piece were customized or were vintage and also transformed for the movie.

Again: mix of new and old Wink That's why it's difficult to find items for this movie. Vintage has a tendency to be unique and when you combine those with a custom job...well, you're running into trouble from the get-go.
